体育作为中学课外活动的教育内容之一，主要由美国各州政府自行管理，各州的中学也组成了高中体育管理联合会来制定和执行校际体育活动的有关规则。美国法院遵循司法谦抑原则，通常不会干预联合会的决定，除非决定所依据的规则或所依据的程序违反了成文法，或侵犯了联邦或州宪法规定的基本权利。大学校际体育由大学自发组成的各种联合会进行管理，其中最重要的是全国大学体育联合会（NCAA），NCAA以维持大学体育的业余性、保证体育作为高等教育的有机组成部分为宗旨，有权制定和强制实施各项规则及处罚。NCAA不是政府组织，无法对其管理大学体育的行为适用美国联邦宪法，但可以适用美国联邦反垄断法。  相似文献   

Arts councils,policy-making and “the local”

ABSTRACT

In the British Isles, national policies for the arts are primarily viewed as the responsibility of arts councils with statutory duties to distribute state funding that meet the requirements of both “arms-length” principles and national strategic frameworks. This paper explores the tensions between policy making for the nation-state and for “the local” through comparative research on the arts councils (and equivalent bodies) in Scotland, England and Northern Ireland. Drawing on in-depth qualitative interviews with senior representatives from these organisations, it explores their notions of, responsibilities to and affiliations with “the local”. Findings suggest that despite their different models and relationships to the nation-state, and the disparities in the scale of investment, these national policy bodies commonly rely on networked governance to facilitate their relationship to “the local” which risks reproducing national interests, limiting the localised agency of place-based approaches and contributing to a culture of competition within cultural policy.  相似文献

我国体育产业政策实施执行的分析研究

基于有效促进我国体育产业政策落实、科学调整体育产业政策发展轨道，采用文献资料、实地调研、归纳分析等方法，从国家体育产业政策制定、政策目标、实施主体、政策措施、实施成效等层面，对我国体育产业政策实施执行情况进行分析。据此，审视当前地方在落实执行国家体育产业政策中存在的问题。由此提出，紧扣"五大发展理念"，优化体育产业发展顶层设计；围绕"供给侧改革"、"经济体制改革"、"突出重点战略"3大着力点，提升地方体育产业政策执行效力；通过"营造理性体育产业政策环境，实现考评机制再造"、"完善体育产业政策评估手段，调控政策执行效果"、"完善相关立法，提升政策执行能力"、"发挥企业能动作用，实现政策需求与供给的效接"等措施提升国家体育产业政策落实效果。  相似文献

采用文献资料、实地调研与专家访谈等研究方法，对江苏省体育健康特色小镇的建设愿景与实然状态进行现状调查，并结合全国和江苏省有关体育小镇建设的宏观政策，深度挖掘体育健康特色小镇建设中存在的瓶颈与纠纷，并提出相应的策略。调研得知：江苏省体育健康特色小镇在建设过程中存在建设主体职责不明确，规划建设方向不合理，规划方案编制无灵魂，资源整合工作被忽视和专业人才匮乏等问题。在此基础上，提出找准特色核心项目，科学的规划策划，建立有效的激励与协调机制，倡导辩证的产业思维，实施专业人策略是推进江苏省体育健康特色小镇的重要举措。  相似文献   

基于社会资本理论的社交问答用户健康信息行为研究

[目的/意义]社交问答用户的社会资本受多种因素影响，本文旨在探究社交问答用户不同的健康信息行为对其社会资本积累的影响。[方法/过程]以知乎网上糖尿病话题下2 537个问题帖子，3 567个回答的1 650名用户为研究对象，依据L.Nan的社会资本理论和N.Uphoff对社会资本的分类，将社交问答用户的社会资本分为认知性和结构性两类，用多元线性回归的方法分析社会问答用户的健康信息行为与社会资本之间的关系。[结果/结论]用户的健康知识贡献行为和自我信息披露行为在不同程度上正向促进社会资本的累积，而不同的健康知识获取行为对认知性社会资本和结构性社会资本的影响有差异。这些结果有助于社交问答用户提高社会资本，平台完善用户服务和激励机制。  相似文献   

Culturalisation and devices: what is culture in cultural economy?

Theorisation of culture is often absent from research on production in the creative and cultural sector. Further, cultural production has been largely untouched by the insights of the cultural economy approach. Culturalisation is a means of addressing the question of what constitutes culture and thus a cultural (economy) approach. It is the process by which culture and cultural production combine in the ‘operationalisation of the real.’ Culturalisation underpins much scholarship in this journal by posing the (economic) real as a problem of definition in order to illustrate the operations involved in its temporary resolution. The implications of this position need further addressing. There is a feedback between culture as a problem of definition and a cultural approach. Devices can interrogate the relationship between processes of cultural definition and the conceptual parameters of a cultural economy approach. Workshopping, projects and events are put forward as cultural devices emerging from a 10-month ethnography of literary performance in Bristol, England. This illustration shows firstly, how culturalisation occurs in a designated cultural sector to contingently realise culture; and secondly, the implicit logic of cultural economy as culturalisation, typified by the device as method, so as to open a debate concerning its implications.  相似文献   

科技人力资本视角下杰青科学家资助年龄对资助效果的影响——以杰青基金地球科学项目为例

[目的/意义] 杰青基金实施25年来，资助者年龄呈大龄化趋势发展，深入分析该现象对完成杰青基金的影响，对未来杰青基金管理具有重要意义。[方法/过程] 研究以1994-2018年杰青基金地球科学项目为研究对象，构建科研论文产出效率、创新能力和学术影响力三个评价指标，提出"科技人力资本投入-科研产出"理论模型及假设，采用DID模型克服样本选择性偏误所导致的内生性问题，验证理论假设，实现对杰青基金资助年龄异质性的研究。[结果/结论] 实证结果表明：杰青科学家大龄化趋势日趋严重，存在明显的45岁现象；杰青基金实施20年中，支持"资助年龄越大，资助效应越好"假设的比例较低；三个评价指标维度，资助效应最大且资助年龄在39-42岁之间的年份在杰青基金实施20年中所占比例最大。因此，无论从杰青基金设立宗旨、还是从评估结果来看，都应该避免杰青科学家大龄化趋势，扩大对中低龄优秀青年人才的资助。  相似文献   

基于“立德树人”的我国青少年体育品德评价指标体系构建研究

运用文献资料法、问卷调查法、德尔菲法、层次分析法等研究方法，以人的全面发展理论、马斯洛的需要层次理论、道德认知发展心理学理论为基础，以国家出台的各类关于学生道德、品德发展的文件、中小学生手册和奥林匹克精神等为依据，构建出青少年体育品德评价指标体系。指标体系包括体育精神、体育品格、体育道德行为3个一级指标，爱国主义精神、集体主义精神、竞争开拓精神、拼搏进取精神、团队合作精神、创新精神、法制精神、爱、志、信、义、体育道德意应能力、体育道德创造能力和体育道德自我教育能力14个二级指标，并采用层次分析法分析出各指标的权重。青少年体育品德评价指标体系具有一定的科学性、适用性及操作性。  相似文献
